Theresa McCarthy

Deputy Director, Regulations and Rulings Division

Theresa McCarthy is the Deputy Director, Regulations and Rulings Division, of the Alcohol and Tobacco Tax and Trade Bureau (TTB). She is responsible for managerial oversight of the regulatory process including the issuance of notices of proposed rulemaking, Treasury decisions, rulings and procedures.

Prior to joining TTB, Ms. McCarthy held numerous positions over a ten-year span at Main Treasury, most recently serving as a senior advisor for strategic planning and budgeting issues in the Department's Office of the Undersecretary for Enforcement.

Before joining Treasury, Ms. McCarthy conducted program evaluations, audits, investigations, and inspections in the Department of the Navy's (Naval Sea Systems Command) Office of Inspectors General and Command Evaluation and Review Office. Earlier work experiences include internships in both houses of the U.S. Congress and in local law enforcement.

Ms. McCarthy holds a Masters in Public Financial Management from the American University and a B.A. in Philosophy and Political Science from the University of Maine.
