John R. Lom
Deputy Chief Counsel
John Lom is the Deputy Chief Counsel of the Alcohol and Tobacco Tax and Trade Bureau. Mr. Lom served as the Assistant Chief Counsel (Tax and Trade) since the creation of TTB in 2003 until his promotion to the Deputy Chief Counsel position in August 2005.
Mr. Lom joined the ATF Chief Counsel’s office in March 2000 after having spent 20 years with the International Affairs and Commodity Programs Division, Office of the General Counsel, at the Department of Agriculture. During his tenure at the Department of Agriculture, Mr. Lom worked on foreign food donation and agricultural development programs, government contracts, World Trade Organization dispute proceedings, administrative proceedings and civil litigation, and legislation. He also served a detail at the Office of the United States Trade Representative where he worked on wine trade matters in the Office of Agricultural Affairs.
In the time that Mr. Lom has been with ATF and TTB, he has worked on numerous tax, labeling and production matters, as well as international projects. He was instrumental in organizing the International Conference on Illicit Tobacco Trade, hosted by ATF at the United Nations Headquarters in August 2002. Delegates from more than 140 countries attended the conference. Mr. Lom also serves on the U.S. Government's delegation to the U.S.- EU wine trade negotiations, the World Wine Trade Group (which includes the major wine producing countries outside of Europe), and the World Health Organization’s Framework Convention on Tobacco Control.
Mr. Lom holds a B.A. with honors from Grinnell College, a J.D. from Creighton University where he served on the law review and the international moot court board, and a Masters degree in National Security Studies from Georgetown University. He is a volunteer soccer coach and represents the Treasury Department in the Federal Government Tennis League.
